proposal manager, proposal writer, program manager, and engineer. He served in the U.S. Air
Force and worked for professional services and technology firms with federal, state, and

discriminators to compete for business opportunities in technical services,
telecommunications, information technology, and international programs. He has submitted
winning proposals to a variety of U.S. Federal agencies, commercial firms, and international
government clients in Asia, Europe, Latin America, and the Middle East.
Tov applies strong analytical skills and a strategic approach to developing focused, clear, and
innovative proposals. He is experienced at integrating capture plans and win strategies into the
final offer to the customer. He specializes in the integration of technical, management, and
